ARTICLE 5 – CLASSIFICATION OF MEMBERS AND CONDUCT
5.1 Membership. The Association shall have two classes of membership: Regular and Honorary. The designation of such classes and the qualifications of such membership shall be as follows.
5.1.1 Regular Members. Regular Members must be graduates in good standing of the Richland Hills Citizen Police Academy without regard to age, creed, race, or sex. Each application will be referred to the Executive Board for confirmation and acceptance. New members will be formally installed at the next regular general meeting date after acceptance and payment of member dues.
5.1.2 Honorary Members. Honorary Members may be designated and approved by the membership in open voting at any regularly scheduled Association meeting. Honorary Members could include the Mayor, Council Members or, City Manager, or anyone deemed worthy of this honor. Honorary Members will not be allowed to vote or hold any elected office.
5.2 Conduct. No member shall promote or represent themselves on behalf of this Association for personal, political, or financial gain.
5.3 Voting Rights. The voting rights are restricted to regular members of the Association who are listed in good standing.
5.4 Termination of Membership. The Executive Board, after an affirmative two-thirds (2/3) vote of the members present at a general meeting, may censure, suspend or terminate the membership of a member in the Association for just cause.
5.4.1 Default of Dues. The Executive Board, after an affirmative two-thirds (2/3) vote of the members present at a general meeting, may terminate the membership of any member who is in default in the payment of dues for a period established in these Bylaws.
5.4.2 Consecutive Absence of Executive Board Member. After a Board Member misses four (4) consecutive called meetings, that member shall be considered for automatic termination from the Board barring any special considerations such as an illness, debilitating injury, or some other condition that may prevent attendance.
5.5 Resignation of Member. Any member may resign by filing a signed written letter of resignation with the Association Secretary.
5.6 Property. Upon termination or upon resignation of membership, the prior member shall immediately return all property belonging to the Association to the current Association President.
5.7 Membership Reinstatement. Upon a signed written request by the former member and filed with the Association Secretary, the Executive Board may vote to reinstate such former member to the membership. Membership reinstatement must include any and all funds due to the Association. Dues for reinstatement may not be prorated.
